“We still hope that the parties will endeavour to communicate before the special session,” said General Budi Harsono, the chairman of TNI/Polri faction in Jakarta today (19/07). According to Budi, his faction supports the plan to hold the special session on August 1, 2001. He said that the political deadlock needs to be improved with better communication between all parties in order to avoid high emotions before the special session. “Discussion and consensus is part of our culture isn't it?,” he said.
The TNI/Polri faction suggested that any positive results stemming from efforts to achieve political compromise must be immediately presented to a plenary meeting of the MPR . If the special session fails to produce a consensus then the TNI/Polri faction will suggest for a vote to achieve a democratic outcome. “Whether we hold open or closed voting, depends upon each faction of the MPR,” Budi said.
Budi also said that if the president declares a state of emergency on July 20, 2001, that decree will legally be in force as of that date, even though the president has said it will only come into effect on July 31, 2001.
