However, Bambang Widjoyanto from Foundation of the Indonesian Legal Aid Institute (YLBHI), says this decision contradicts laws of good governance. Speaking to Tempo News Room on Sunday (25/11) by phone, Bambang explained that the House of Representative (DPR) had not implemented the 'fit and proper test' that is customary for candidates nominated for such an important position.
Bambang added that all state officials must be processed through a fit and proper test. Therefore, he claims the DPR can not make a justifiable decision to appoint Da’i Bachtiar as police chief based only on one hearing. He emphasized this point by saying that the police are responsible to enforce the law.
Bambang said that if Da’i is inaugurated as national police chief this could be the worst step taken by Megawati’s administration so far. By this he meant that if Da'i's work performance is not up to scratch, it will be Megawati's government that must assume responsibility for making him the sole candidate.
