Regulations Make It Hard to do Our Job, Says Jokowi

TEMPO.CO, Jakarta - Jakarta Governor Joko Widodo, or Jokowi, has complained about the nation’s complicated bureaucracy processes, obstructing the capital city’s adminstration from making developments. 

"Indonesian regulations make it hard for us to do our job," said Jokowi at city hall yesterday. 

One of the regulations he consideres to be a nuisance regards the acquisition of state owned transportation company Perum PPD, which has been deemed to be unfit due to its many debts. 

However, the Jakarta administration’s offer to take over the state company has been hindered, despite the city planning to make use of the company’s land and current bus pools for the capital city. 

The PPD’s management was also targeted to manage the arrival of new buses under the city administration by the end of 2013, yet it does not seem like the acquisition process of the state company will be complete anytime soon. Therefore, the Jakarta administration will manage these new buses under the administration’s transportation company, Transjakarta. 

Another regulation that aggravates Jokowi is Law No. 2/2012 on land procurement for public development. A number of Jakarta’s projects have been delayed due to the policy, which states that state land acquisitions must be approved by the National Defense Council. 

University of Indonesia public policy analyst Andrinof Chaniago advised the city not to fear any decision that has no clear legal grounds. 

"As long as it’s for the sake of the people, just do it. The important thing is don’t be corrupt," he said. He added the adminstration can seek advice from the Supreme Court to seek a solution for these issues.
